Draft Anti-Corruption Strategy for 2026–2030 Submitted to the Cabinet of Ministers

On 2 April 2026, the National Agency on Corruption Prevention (NACP) submitted the draft Anti-Corruption Strategy for 2026–2030 to the Cabinet of Ministers of Ukraine. The Independent Anti-Corruption Commission (NAKO) contributed to the development of the draft, including the section on the defence sector.

Preparation of the document lasted nearly two years, starting in mid-2024. The draft is based on comprehensive research across 16 sectors most vulnerable to corruption, the results of public consultations, coordination with relevant government bodies, and legal review conclusions.

The Strategy aims to significantly reduce corruption in Ukraine, strengthen and promote the principles of democracy, the rule of law, and good governance, and support economic and social development. The document is also intended to help Ukraine become a full member of the European Union and the North Atlantic Treaty Organization (NATO).

The Anti-Corruption Strategy serves as a coordinating framework for the development of the State Anti-Corruption Programme, which will include a list of specific measures. The adoption of these documents is critically important for Ukraine, as it relates to fulfilling the requirements of key monitoring mechanisms (OECD and GRECO) and international commitments, particularly in the context of EU accession.

NAKO welcomes this initiative and calls on the government and parliament to adopt the document without delay. This will ensure a systematic approach to combating corruption in Ukraine over the next five years.
