To what extent, in your opinion, is corruption in the defense sector an obstacle to Ukraine's Euro-Atlantic integration? If you are elected President of Ukraine, what will be your steps to overcome it?

Corruption in the defense sector, along with the latent but conscious and consistently implemented pro-Russian policy of the Ukrainian ruling “elite” for 27 years, is the main obstacle to Ukraine’s Euro-Atlantic integration. A totally corrupt (including in the defense sector) state cannot be properly defensive in principle and cannot meet NATO standards. My main step to overcome all of Ukraine’s problems will be to immediately, by Decree No. 1 of the President of Ukraine, stop and ban the anti-constitutional activities of the political “elite” – all political parties, public organizations and their leaders, who were and are in power and in the so-called opposition. All my priority actions as President of Ukraine in this direction are set out in my pre-election Program.

A certain level of secrecy in matters of national security is important for every country, but excessive secrecy can contribute to the spread of corruption and abuse of power. Do you think it is necessary to provide more access to information in the field of defense, and if so, how do you propose to do so?

Access to information in the defense sector should be unlimited for specially authorized control bodies and extremely limited for publication. The so-called public control does not pose any obstacles for corrupt officials, and the access of the “public” to defense secrets causes great harm. I propose to publish only what is not a secret at all, and to strictly control everything that is at least an official secret, not to mention a state secret.

An effective procurement system that ensures efficient use of funds and ensures that servicemen have everything they need is in the interests of all Ukrainians. How do you propose to reduce corruption in the field of defense procurement?

The only guarantee of reducing corruption in the procurement sector, as well as corruption in general, can only be my election (I don’t see anyone else like me) to the post of President of Ukraine and the complete removal of the so-called political elite from power. All other programs, proposals, “new policies”, etc. are tales of cunning corruptors for stupid “anti-corruptionists”.

Ukroboronprom is a large part of Ukraine's defense sector. What measures do you plan to take to ensure effective management of this concern?

Ukroboronprom (UOP) is the headquarters of corruption in the defense industry. It must be liquidated, the corrupt leaders of the UOP and their patrons must be tried for corruption and treason, and instead a Ministry of Defense Industry must be created, whose employees must be high-level professionals in the field of defense technologies, completely unrelated to politicians. Of course, these positive changes are possible only if the entire existing political “elite” is completely removed from power, in accordance with my election program.

Legal or illegal trade with uncontrolled territories (Donbass and Crimea) creates corruption risks, in particular, in the army. How do you plan to solve this problem?

Legal trade with uncontrolled territories can be carried out exclusively to avoid a humanitarian catastrophe. That is, only with goods necessary for people in the ORDLO to ensure their livelihood. To stop illegal trade and other numerous violations, the work of checkpoints should be transferred as soon as possible under the full control of relevant international institutions.

After the collapse of the Soviet Union, the Ministry of Defense inherited more than 600,000 hectares of land. Due to corruption and inefficient management, the agency has already lost effective control over approximately 100,000 hectares. Do you consider this a problem, and what are the first important steps you are planning in this direction?

Corruption in the field of land use is just one of dozens/hundreds of other types of corruption in the Ministry of Defense. This “disease” can and should be “treated” by the same methods as in all other areas – inevitable and severe criminal prosecution and punishment. Without statutes of limitations, since one of the crimes committed by corrupt officials in uniform is high treason. A Military Tribunal should be established to try war criminals. To stop total corruption in the land sector, which has been rapidly growing under the leadership of V. Groysman since the spring of 2014, it is necessary to immediately abolish the unconstitutional powers of the State Geocadastre to dispose of land and transfer these powers to local councils. This issue will be regulated by my decree among the very first. In Ukraine, de jure, there is no state-owned land; this is a fiction of corrupt officials. Land, like all other natural resources in Ukraine, is the property of the Ukrainian people, and it should be managed exclusively by the people, represented by local communities and the state authorities closest to the people – local Councils.

To provide housing for both military personnel and citizens of some other social categories, modern housing that is not privatized should be massively built and provided for their use using budget funds. For the acquisition of housing by military personnel, as well as citizens of any other social categories, credit systems similar to the existing American or European ones should be introduced. I emphasize that all positive changes in Ukraine are possible only in the case of the complete removal from power of the political “elite” that is parasitic on the body of the Ukrainian state, which I plan to do in a legal way by a series of decrees of the President of Ukraine in the very first days of exercising the powers of the President of Ukraine.
