22.1% of GDP for defence: the Verkhovna Rada approved the state budget for 2024

On November 9, Verkhovna Rada adopted the Law on the 2024 State Budget.
276 members of the parliament supported the second reading of the budget

Almost half of the entire budget of Ukraine will be directed to security and defence. This is 22.1% of GDP or UAH 1.69 trillion. All these funds are exclusively internal revenues. Namely, taxes, customs payments, dividends of state-owned companies, privatization and funds from placement of bonds of domestic state loan.

Compared to this year's budget, the adopted indicators in the security and defence sector for the next year are smaller. At the time of the adoption of the State Budget for 2023, the security and defence sector accounted for 18% of GDP with indicators of 1.1 trillion, however, during this year, changes were periodically made to the current State Budget, increasing funding and, accordingly, expenditures. For this year, the defence budget was cut by about 800 billion and currently amounts to 1.9 trillion. The same changes are expected for the 2024 budget. 

Traditionally, Ministry of Defence will receive the majority of funds for the sector – UAH 1.164 billion. 882.8 bln of them provided for on ensuring the activities of the Armed Forces of Ukraine, training of personnel and troops, medical provision of personnel, military service veterans and their family members, and war veterans.

265.3 billion planned expenses for development, procurement, modernization and repair of weapons and military equipment. Compared to the two previous budgets, these indicators are not so high: Ukraine allocated UAH 370 billion this year, while in 2022 – UAH 294 billion.

A total of UAH 1.69 trillion will be distributed to the security and defence sector as follows:

  • Ministry of Defence – 1 trillion 164 billion
  • out of which UAH 15 bln is allocated to the State Special Transport Service
  •  Ministry of Internal Affairs – 324.2 billion
  •  National police – 89.8 billion
  •  National Guard – 104.2 billion
  •  State Emergency Service – 43.1 billion
  •  State border service – 61.9 billion
  •  State Migration Service – 5.6 billion
  •  Security Service of Ukraine – 35 billion
  •  The Main Directorate of Intelligence of the Ministry of Defence – 18 billion
  •  State Special Communications Service of Ukraine – 50.6 billion
  •  Foreign Intelligence Service – 5.9 billion
  •  The Ministry of Strategic Industries – 51.2 billion
  • State Security Administration  – 3.6 billion
  • National Security and Defence Council – 0.313 billion
