The Presidential Questionnaire: Monitoring Zelensky’s Commitments in Defence and Security
In 2019, President Volodymyr Zelensky, together with the other 15 presidential candidates, publicly committed to implementing NAKO’s policy recommendations due to sustained engagement during the electoral campaign. In particular, he committed to implementing the defence procurement reform, the corporate governance reform of state conglomerate Ukroboronprom, and reducing the overall secrecy in Ukraine’s defence and security sector. Before the elections, NAKO successfully implemented a communication campaign that raised awareness regarding the defence and security reforms among the presidential candidates. NAKO managed to produce its own TV debate on defence topics between the candidates. 

Since Zelensky’s victory, NAKO monitored the new President’s activities in the fight against corruption in defence and security and analysed it for compliance with the commitments declared in the NAKO Questionnaire. Some of the pledges have been honoured. In 2020, the Law on Defence Procurement was adopted by the Parliament to reflect one of the commitments. In 2021, the Law which launches Ukroboroprom’s corporatization was adopted too. A new Law on Protection of Classified Information is being developed at the platform the specialized parliamentary committee.
