NAKO contributed to the adoption of the Strategy of the Defence Industry Development by the Cabinet of Ministers in the version which is closer to the Euro-Atlantic Standards than it was originally. We helped block the Annex to the Strategy that fully contradicted the OECD SOE corporate governance guidelines.
In April 2021, the Cabinet planned to adopt the Strategy with the Annex, which was drafted by the Ministry for Strategic Industries (MSI). NAKO was able to acquire the draft of the Annex that provided the roadmap for Ukroboronprom transformation, which was contrary to the OECD principles and the-then 3822 draft law on Ukroboronprom’s corporatization. NAKO made its findings about the drafts of the Strategy and the Annex publicly available, initiated the common statement of the civil society, and raised awareness of the international partners and media. We conducted a series of offline and online events and initiatives following which Vice Prime Minister for Euro-Atlantic integration Olha Stephanishyna suggested two key amendments to the Strategy which made the document more in line with OECD guidelines.
Finally, the Strategy was adopted without the controversial Annex, like we recommended. The Strategy was signed by the President and published on 20 August, 2021.
