The IEAC Presented the Policy Paper on Reforming the Democratic Civil Control
31 July, 2018, the experts of the Institute for Euro-Atlantic Cooperation and the Reanimation Package of Reforms presented the Policy Paper on reforming the democratic civil control. Earlier they analyzed the current status of the reform and developed recommendations for the authorities as for how to proceed with the reforms in this area. During the presentation, NAKO’s Research and Advocacy Manager Dr. Lada L Roslycky and NAKO’s analyst Taras Yemchura joined the expert discussion as the guests.

IEAC and RPR experts stressed that during the four years of the war Ukraine only managed to react to urgent challenges in terms of civil control. According to their information, implementation of the practical instruments and advance towards the Western standards have been still laid aside due to inactivity of the government.

Among the urgent issues are now the following ones: increasing the control by the Verkhovna Rada of Ukraine over the Armed Forces, the SSU reform, effective transformation of the leadership of the Ministry into a more civil one, creating the qualitative system of professional preparation of the civil personnel of the security structures.
