On 22 April NAKO analyst Taras Yemchura lectured at the Chernyakhovsky Defence University on cooperation between the state institutions and civil society in fighting defence corruption. The event was organized by the Center for Preventing Corruption in Defence and Security Sector at Defence University. The audience included the MoD and the General Staff unit managers. Yemchura explained the efficiency and benefits of cooperation between the state and civil society sectors. The pluses include, in particular, the following ones:
- Time and resources saving for the state sector due to usage of research papers and recommendations of the expert civil organizations
- Efficient usage of resources which become available as a result of such cooperation
- Effective communication between the stakeholders in terms of democratic civil oversight over the defence sector.
The anti-corruption lectures are given in the framework of the BITEC initiative, where NAKO is a partner. These events take place under the guidance of Oksana Kurylina, the Senior Researcher of the Center for Preventing Corruption in Defence and the Security Sector at Defence University. With the help of the BITEC (Building Integrity Training and Education Centre) initiative, NAKO contributes to change in Ukraine’s defence sector. The goal of the BITEC Initiative is to deliver integrity building courses for security sector personnel and to teach investigatory techniques related to corruption. This time in terms of cooperation between NAKO and the Center of Preventing Corruption in defence and security sector the representatives of the Defence University suggested joint research covering the corruption risks in military and peacekeeping operations.
