On 18 June, 2019, NAKO held a roundtable on reforming the State Defence Order. Top experts with the expertise in Ukraine’s defence sector and anti-corruption and selected representatives of defence producers were presented the brief about the State Defence Order, its corruption risks and respective recommendations to eliminate those risks. The presentation was made by the author of the research, NAKO analyst Taras Yemchura.
Yemchura welcomed the input of the experts. All participants agreed that one of the major problems is the overclassification as military equipment is still bought via secret procurement procedures. The shared vision is that about 90 per cent of SDO should be declassified while the new technologies certainly need to be classified for the benefit of national security.
