NAKO suggests reducing secrecy of military procurement in the Law on National Security
The Law on National Security should stipulate changes in the Law on State Secrecy, NAKO analyst Taras Yemchura said Monday. Without that, he explained, the area of public procurement cannot be enlarged.

Yemchura addressed journalists at the roundtable discussion organized by Reanimation Package of Reforms and Gorshenin Institute. He pointed out that “the strategic defence bulletin approved several years ago stipulated that defence procurement, namely conventional arms procurement, should be dealt in terms of public procurement. It had to be done till end 2017. Currently neither the Parliament, nor the Cabinet of Minister or the Ministry of Defence executes this programme document”.

NAKO expert said that without changes to the Law on State Secrecy it will be impossible for the society to properly arrange the civil control. Thus, NAKO recommends setting a task for the Cabinet of Ministers and the Security Service of Ukraine to draft the corresponding bill and to present it to Verkhovna Rada. The analyst continued by recalling that it’s important to properly write down the requirements to the civil minister of defence. In his opinion, this post can be occupied only by the person who has not held a position at the military or law enforcement bodies for the last 5 years.
