Bondar: We Need to Corporatize UOP’s Member Companies
On Tuesday, May 19, NAKO in cooperation with state defence enterprise Ukroboronprom (UOP) held the first online Defence Industry Reform Talks session. The discussion focused on Ukroboronprom’s governance reform, the roadmap, and the role of the government bodies. The keynote speakers were UOP’s Deputy Director for Transformation Roman Bondar and Deputy Director for Government Relations Mustafa Nayyem.
The event was moderated by NAKO Secretary General Olena Tregub.

Nayem made an introduction to the history of Ukraine’s state defence enterprise and stressed that UOP was exempt from the reforms of state-owned enterprises. Then, the key problems of the enterprise, or the so-called ‘UOP demons’ were discussed: low product quality, bad governance and corruption risks. It was mentioned that the current regulation doesn’t allow transformation of the UOP Soviet-style system. It was also said that UOP member companies need to be corporatized. For that, a special corporatization law is needed.

Representatives of Ukroboronprom, the international partners, and the civil society joined the first online discussion. NAKO is grateful to the speakers and the participants of the discussion. Defense Industry Reform Talks is a series of regular webinars to discuss the reforms in Ukraine’s defence industry, including the developments in Ukraine’s state defence enterprise ‘Ukroboronprom’.
