In 2023-2024, the NAKO team focused its efforts on monitoring public procurement in the defense sector. We analyzed more than 200 tenders conducted through the Prozorro system, particularly for food, ammunition, body armor, and technical equipment for the Armed Forces of Ukraine.

As a result of the analysis, we found typical corruption risks: collusion with suppliers before the announcement of tenders, signing agreements with satellite companies that are unable to fulfill contracts, and facts of avoiding fines for supply disruptions. In the Prozorro procurement system, we also recorded non-transparent direct deals related to MP family structures.

NAKO not only publicized these cases but also initiated internal inspections of the Ministry of Defense, particularly after visits to military bases. Our team discovered the actual lack of product quality, delivery time violations, and grounds for contract revisions.

Public procurement control prevents abuses and is a tool for saving human lives and the army’s combat capability. NAKO continues to be one of the key guardians of this process.
