In 2023, with the participation of NAKO, the Public Anti-Corruption Council was created under the Ministry of Defense of Ukraine — a unique mechanism of public control over procurement in the defense sector. NAKO Executive Director Olena Tregub and two experts of the organization, Tetyana Nikolayenko and Anastasia Shuba, became its members.
GAR MOU monitors the activities of key procurement agencies of the Ministry of Defense—DOT and AOZ. Thanks to the Council’s pressure, procurement was transferred to Prozorro, which saved the state more than UAH 8 billion. Members of the Council conduct regular visits to military bases, analyze the quality of supplies, and identify risks of abuse, such as signing agreements with questionable contractors or manipulating tenders.
NAKO provided full support to the Council, from legal to communication. We analyzed draft laws, helped formulate the Council’s positions on procurement reforms, and promoted public involvement in defense spending control. The results of this work contributed significantly to the Ministry of Defense’s transparency, even during the period of active hostilities.
After the end of the first mandate, the Government decided to extend the Council’s powers for another two years, recognizing its strategic role in reforming Ukraine’s defense sector.
