Analysis of Corruption Risks in the Procurement of Gear and Clothing, Fuel, and Food Products by the State Enterprise ‘State Operator for Non-Lethal Acquisition’

The establishment of specialized procurement agencies was the Ministry of Defence of Ukraine’s institutional response to corruption scandals that emerged in 2023. Meanwhile, even after this, media sources continued to report reccurent cases involving corruption risks. Detailed monitoring therefore allows for tracking what systemic changes have taken place and highlights key areas to watch in the continued development of these institutions.
As of June 30, 2025, NAKO experts analyzed 210 procurement related to gear and clothing, fuel, and food.
The objective of the analysis is to examine how effectively the Ministry of Defence, through the State Operator for Non-Lethal Acquisition, conducts public non-lethal acquisition; to identify corruption risks; and to develop recommendations aimed at improving the procurement process, in order to enhance efficiency, and preserve budgetary resources.
The findings were presented during a Defence Talks event.
