Defence procurement procedures under martial law: challenges and solutions

The objective of this document is to assess the main challenges in the defence procurement system during the last year (with a special focus on open defence procurement procedures) and to propose possible solutions to the existing problems. The main aim is to highlight reform milestones since Russia’s full-scale invasion rather than to provide an exhaustive description of the current situation. Setting the outlines and defining the loopholes in defence procurement processes could set the ground for productive dialogue with the main stakeholders about perspectives and potential joint efforts.

Defence procurement should have been reformed after adoption of the law “On defence procurements” in 2020 but was disrupted by opposition to reforming the old Soviet system, the executive branch’s low capacity, and, later, Russia’s full-scale invasion of Ukraine.
