To what extent, in your opinion, is corruption in the defense sector an obstacle to Ukraine's Euro-Atlantic integration? If you are elected President of Ukraine, what will be your steps to overcome it?

Corruption in the defense sector is a serious obstacle to European integration. But, first of all, it causes great harm to Ukraine in terms of protecting its territories from Russia’s aggressive actions. We will not be able to win the war while we have marauders operating in the rear. The main steps in overcoming corruption: establishing the rule of law and the inevitability of punishment for corruption crimes. A serious renewal of the leadership of the Ministry of Defense, the sale of a number of state-owned military-industrial complex enterprises on the condition of preserving their core business. A certain level of secrecy in matters of national security is important for every country, but excessive secrecy can contribute to the spread of corruption and abuse of power. Do you think it is necessary to provide more access to information in the field of defense, and if so, how do you propose to do so?

Even in times of war, the State Defense Order should be open to the public. Only the strategies and plans of the General Staff for conducting military operations should be classified.

An effective procurement system that ensures efficient use of funds and ensures that servicemen have everything they need is in the interests of all Ukrainians. How do you propose to reduce corruption in the field of defense procurement?

Complete renewal of the leadership of the Ministry of Defense, involvement of a significant number of civilian specialists and a competitive, contractual basis. Sale of state-owned enterprises in the military-industrial complex through open procedures, in some cases – while preserving the company’s profile. Opening access to the State Defense Order.

Ukroboronprom is a large part of Ukraine's defense sector. What measures do you plan to take to ensure effective management of this concern?

Step 1. Conducting a detailed audit of the work of the entire state concern. Step 2. Based on the results of the audit, partial sale of state-owned enterprises through open competitive procedures. Step 3. At those enterprises that will remain in state ownership, replacing management, drawing up strategies and business plans for development, establishing clear KPIs for management on modernization and production volumes.

Legal or illegal trade with uncontrolled territories (Donbass and Crimea) creates corruption risks, in particular, in the army. How do you plan to solve this problem?

Trade with occupied territories is impossible in any form. It must be stopped.

After the collapse of the Soviet Union, the Ministry of Defense inherited more than 600,000 hectares of land. Due to corruption and inefficient management, the agency has already lost effective control over approximately 100,000 hectares. Do you consider this a problem, and what are the first important steps you are planning in this direction?

If in some cases the statute of limitations for criminal offenses is still in effect, it is necessary to open proceedings, bring it to court and return the land to the ownership of the state. If there was a resale to third parties, recover and compensate the guilty officials for material losses by selling their property. The rest – most of the land that is not used directly for military purposes, should be sold after the launch of a full-fledged land market.

Step 1. Approval of the plan for reforming the Armed Forces of Ukraine according to NATO standards. Step 2. After that, final approval of the staffing level of the Armed Forces of Ukraine, reduction of part of the military, as those who will not pass the selection for the renewed army. Step 3. Inventory of housing needs of the servicemen of the renewed army. Step 4. Development of a system for providing housing through direct targeted financial assistance for renting housing. Or construction of modern military camps near military units and military bases.
