The scale of corruption in Ukraine today already poses a threat to national security and, of course, hinders the integration of our state into Euro-Atlantic structures. Accordingly, overcoming corruption, including in the security and defense sector, is one of the main directions of my program. In addition, corruption hinders and slows down the development of the Ukrainian economy, which in turn distances our state from joining the EU and NATO. Only a strong economy can build a strong modern army and become a desirable partner for the Alliance. To overcome corruption, it is necessary to improve anti-corruption legislation, ensure the rule of law, audit anti-corruption bodies, and introduce a presumption of guilt for officials.
A certain level of secrecy is necessary. This applies to Strategic documents, plans and programs. At the same time, it is necessary to review the criteria and approaches to classifying information, given that it is precisely the lack of access to information by society that creates corruption risks. Financial support, state defense orders should be controlled by parliament. Parliamentary control + responsibility of officials.
Information secrecy breeds corruption in the defense procurement system. Openness of the process, control and accountability will change the situation. The implementation of the PROZORRO system has demonstrated significant progress, although the system requires significant refinement in terms of quality control and selection criteria for participants. It is also necessary to implement modern technological solutions and electronic platforms.
Comprehensive audit of the entire structure of Ukroboronprom, after the audit – appropriate organizational and management decisions. Privatization of inefficient and unprofitable enterprises. Review of the concern’s strategy from the point of view of NATO standards. Orientation in the strategy to providing the army with ultra-modern weapons.
We need to work every day to stop the war and return our territories and citizens to Ukraine. To do this, in addition to diplomatic and political means, we need to develop the Ukrainian economy. At the same time, strict responsibility and a new personnel policy are needed to minimize such phenomena.
It is necessary to systematically address the problem of inefficient use of the Ministry of Defense’s resources. It is necessary to conduct a full audit of land and other resources, assess the efficiency of use and budget expenditures on these resources, introduce strict land accounting and liability for violations of the law.
Decent salaries for military personnel, a permanent housing construction program for military personnel, long-term lending programs for home ownership, and a program to assist families of fallen military personnel.
