In the modern legislation of Ukraine, there is no term “defense sector”, but the term “security and defense sector” is fixed, a component of which is the defense forces (Law of Ukraine “On National Security of Ukraine”, Concept of Development of the Security and Defense Sector of Ukraine, etc.). Therefore, I consider it correct to use the term in the legislative definition, since this gives a real idea of the state, scale and prospects for the development of the country’s national security sphere. The security and defense sector of Ukraine must, from my position, be considered comprehensively, not partially. Then the vision of the depth of the problems will be more extensive. As the President of Ukraine (and this is evidenced by my personal program of a candidate for the post of President and the program of the Political Party “PATRIOT”), I would raise the issue of transforming the security and defense sector into a multifunctional security sector. In this way, we would get a new modern model of national security, which would be many times more effective and efficient than the current one. As the President of Ukraine, I intend to begin eliminating corporate intolerance and nomenclature lobbying of one or another link in the security sector from the first days of my term in office, which traditionally controlled access to previous presidents. By the way, the Joint Forces Operation is not an operation of the defense sector, but rather an operation of the joint forces of the security and defense sector, in which the Armed Forces of Ukraine are the central link. On the other hand, I believe that the term “defense” itself is outdated and does not meet the modern security and defense challenges of the geopolitical and geostrategic scale of the confrontation of Ukraine and the world with the modern global aggressions of global hybrid terrorism by the Putin regime of the Russian Federation. The narrowing of the problem to corruption in the defense sector is surprising, because this recurrence is present as: a) world practice and should be considered precisely through the prism of international experience in combating this phenomenon, b) an element of a nationwide phenomenon that has systemic causes and origins. As for corruption as an obstacle to Ukraine’s Euro-Atlantic integration, in my opinion, this is not a partial problem of the modern Ukrainian army and it cannot be solved only in a narrow departmental segment. This is a problem of a radical change in the style of state (executive) administration, the full functioning of the presidential institution, complete democratic, in particular, parliamentary control over the security and defense sector, etc. Here the issue arises of eliminating the dualism of power, the functioning of the National Security and Defense Council as a body for effective coordination of the security and defense sector, and determining the place and role of all components in this coordination system that currently operate separately and in different directions. Especially many questions arise regarding such structures as the Security Service of Ukraine, the Ministry of Foreign Affairs, Ukroboronprom, the GPU (military prosecutor’s office), etc. I also believe that it is necessary to bring the issue of ensuring national security by the legislative branch of government to a public level. In my opinion, current activity in this area is extremely unsatisfactory. I am concerned about the legislative incompleteness of many national security issues that have not been fully resolved since 2014. First of all, the lack of a highly professional military-civilian component of the security and defense sector, the filling of structures designed to make decisions on a national scale with random people, the presence of such a shameful phenomenon as nepotism. Now the topic of territorial defense appears in a new light, because with the formation of ATCs we have to approach the definition of this issue from different positions. We cannot allow the situation of 2014, when the Dobrobat and volunteer movement existed outside the law. In essence, the issue. Vision. Creation of a permanent judicial and legal service as an alternative to traditional judiciary, which depends on lobbyist and personal influences and has completely discredited itself. Introduction of zero declaration of assets and income of all citizens of Ukraine and 3% barrier of legalization of these incomes, so that later it would be possible to fix problem niches and directions as motivation for true Ukrainian citizenship. Invitation on a competitive basis of veterans of structures included in the security and defense sector to audit inspections in the security and defense sector. Establishment of this fully autonomous activity with the help of specialists from NATO countries. First step. Audit of the origin of assets of all management and command staff of the security and defense sector. The audit includes checking not only the relevant officials, but also the entire family. Identification of income or property, the acquisition or possession of which is not legally confirmed, is determined at the legislative level as a basis for dismissal from office with further investigation in accordance with the requirements of the Criminal Code of Ukraine. Second step. Creation of a temporary (no more than a year) legal service for the security sector to identify and hold officials accountable for looting, bribery, smuggling, extortion, abuse, negligence, sabotage, agent actions, etc. Formation of an atmosphere of intolerance to these shameful phenomena, for which an appropriate regulatory and legal framework is adopted. Third step. Creation of digital recording infrastructures (in blockchain mode uh) all operations of a regulatory and procedural nature to ensure the security and defense sector. This process is accompanied by a systematic arbitration of auditors hired from specialists in the global security sector, preferably from the human resources potential of the global Ukrainian community. I will announce a recruitment of our expats (Ukrainians by origin) to cleanse the country’s security sector of the corruption infection. I will make maximum use of the state potential of legal specialists in security issues who have been subjected to inadequate lustration. Combining the capabilities of these specialists with international auditors will make it possible to create a new model of analysis and control over manifestations of corruption in the sphere of national security.
In 2014, the bearers of the first-rate secret fled Ukraine: from the President and the leadership of the National Security and Defense Council to the Minister of Defense and the heads of the SBU, the Ministry of Internal Affairs, etc. In fact, as of 2014, state secrets as such ceased to exist. Therefore, the entire existing state secret system service should be changed, first of all, stylistically, when the greatest secret should be operationally dynamic and situationally hybridized (military-civilian resources) functional compositions and the design of coordination and logistical actions of a versioned nature at different levels of decision delegation. The greatest secret should not be digital measurements of resources or statuses of persons, but variable possibilities of personal and professional qualities, scaling of symbioses of units and specialists of a civil-military creative nature. Of course, the level of access to secret information in the field of national security should have an appropriate job gradation and high security. This is undeniable. And this topic should not be the subject of political speculation. However, the subject of detailed study should be the list of information that constitutes a state secret. And the subject of professional discussions is the secrecy regime, the level of access of officials, the creation of a system to prevent the leakage of this information, etc. Undoubtedly, these issues have already been defined in the relevant laws and regulatory documents. However, I believe that the modern development of all spheres of our life actively affects the issues of national security. Every year, if not every month, new technologies and, accordingly, new knowledge become the property of society, and often such technological solutions have a powerful impact on the automatic declassification of certain information. Therefore, I am a supporter of the idea of forming a policy on the classification of information on national security issues that are of interest to the special services of other countries in fundamentally different from the current founding positions. Namely: the category of state secret should include not so much data (quantity, number, trends, etc.), but ideas, technological solutions, prospects, scientific developments of the fundamental level and applied as derivatives of this… That is, it is necessary to look at this issue, first of all, from an innovative position. As for the removal of unnecessary secrecy from the structures of the security sector (as an element of the fight against corruption), then, first of all, I would achieve the most complete budget, in which each item of expenditure should be prescribed. In addition, online access to the entire open part of the budget with the ability to track the movement of funds, a list of organizations that received money as a result of tender victories, etc. That is, each hryvnia, relatively speaking, should be “illuminated” in this budget from the initial stage (receipt to the department from the state budget) to the final (indication of the place of expenditure). The secret in the Soviet dimension of understanding should be a thing of the past. It should acquire the quality of a technological timing secret of the blockchain level, that is, a unique possibility of versions-schemes of logistical support. I consider it necessary to move away from the desire to return to the policy of militarization as a goal in the fight against the aggressor, because it will drag us back to the Soviet Union. It is worth finally realizing that we are faced not with the usual phenomenon of war, but with a unique phenomenon of global hybrid terrorism, in which there is a constant practice of hybrid destruction of all types of life of Ukrainian society, the state and the world in general. These actions of the Putin regime, through the use of the atmosphere and mechanisms of world democracy, are embedded in the paradigm of hybrid-messianic salvation and protection as a format of global aggression against the international civilization of peace. Therefore, I believe that today the professional and current awareness of communities and citizens about the state and situation with the multifunctionality of national, continental and world security is of dominant importance, but not from the position of the traditional paradigm of situational news intimidation, but from the position of dialogue-consultation and partner interest-inclusion of all civic levels in professional and security orientation and familiarization with new types of manifestations of global hybrid terrorism and communication-content aggressions, etc. Communication-content security should replace simple reporting-bureaucratic or linear-stating information. Such information often becomes a weapon in the hands of creative and technological centers of Putin’s aggressions. To achieve their goal, they resort to means of modeling the conjuncture of the issue and neutralizing real communication-content resonances through hyperactivity in the field of civilizational, continental, national, regional social attention. The globalized society is a partner of the modern service state and infrastructure guarantees and especially the security and defense sector (if it is real). Therefore, information should be designer-based, that is, interesting and inspiring in streaming scales and at appropriate rates of delivery for understanding, orientation, vision and motivation as pride for the nation and the state, which today is a daily donor and a contributor to security for the world in general and the European continent in particular. In essence, the question. Vision. The entire system of secrecy originating from the Soviet Union must be cleaned not only as a format, but, first of all, from the position of the stylistics of the managerial behavior of the nomenclature and carriers of such experiences. It must be replaced by two levels of modern secrecy: * design; * logistical and technological versions of task performance in parallels from the global to the local level of threats. We must radically destroy relapses of corporate and personal status secrecy originating from the managerial monopolies and corporatism of the Soviet era. We must leave secrecy at the level of the best standards of modern security systems, which would operate not with knowledge “about…”, but with real cases and conditions for acquiring unique skills and technological creative possibilities of versioned actions, which legalizes the game as a paradigm of real secrecy. Everything, especially in the security and defense sector, that has been stationary for a long time becomes known to the enemy, and everything in the action of the modern communication and content paradigm acquires the format of secrecy at both the crypto-cultural and technological-design levels. Sequence of the first configuration actions (may change if other situational and geostrategic conditions arise) 1. Weekly briefing of the President (involvement of partner presidents of other countries) on the situation in the ORDLO and the ARC from the standpoint of the nation and geostrategic efforts. 2. Branding of security and defense sector units through generalized functionality and public legalization of servicemen, families of the deceased, youth, etc. 3. All current (open) agreements in the defense industry should have a format of mandatory public disclosure to maintain the pace and effectiveness of both technology and price parity and deadlines (so that the perpetrators of the broken contracts do not appear later, and the society immediately knows the main actors). 4. The highest level of secrecy on a civilization scale should be provided by infrastructure solutions of a national nature: industries, service needs and most importantly – knowledge (fixing cases, rotating their carriers, expanding the application and training-research groups, mental-spiritual creativity and art, etc.). 5. The issues of providing technologies and products should be debatable and partnership-competitive with a vision of the prospects not only of price or bonuses, but, first of all, of civilizational prospects and mental-spiritual energy of the progress of democracy. As for unique technologies and means of great depth of development, all tests in the effective part should have public standards of legalization, and not personal Olympus of status publications for a date, person or event. 6. Initiate total publicity in the security and defense dimension in trends, functionality, purpose and missions while maintaining the secrecy of versioned application and compositional mobility of use. 7. Move towards cooperation with foreign manufacturers for parity and raising the level of implementation of domestic personnel, resources and specialization. 8. Introduce smart specialization for existing units based on ATO and JFO cases in order to use as a tool for geostrategic one-step actions, presentations and updating the specifics of cases that have civilizational uniqueness (this segment is currently hidden by both NATO leader countries and the aggressor).
I partially answered this question above. However, the topic is much broader. In Ukraine, for a long time, the issue of procurement for the security and defense sector indicated an unhealthy dualism and dominance of monopolies in power, the absence of a full cycle of state actions – from strategy to tactical actions for the future, etc. There was no effective system of balances and counterweights. Corporate and position-status dispersion and secrecy from the past paradigm of geopolitical statuses often led to hyperpersonalization in the implementation of so-called long-term projects, especially missile, space, maritime, communication-content or other projects. And this, in turn, created a crooked mirror effect on national security issues. At the beginning of 2019, the Ministry of Defense of Ukraine was allowed to directly purchase military equipment. I consider this issue to be quite symptomatic and debatable, because today we have the Joint Forces of the security and defense sector, and not only the Armed Forces. Therefore, purchases should still be transferred to the structures of coordination and logistics resource support of the Joint Forces, because they are not only coordination and situational, but also real and objective. In their activities, they are faced with the hybridization of manifestations and actions of global hybrid terrorism. Such terrorist practices do not have traditional algorithms or even products of universal action, therefore they increasingly need modern dynamic and professional services and infrastructure dimensions of parallel and permanent action. In essence, the question. Steps, approaches, vision, efforts, actions 1. In ensuring the security and defense complex of the state, we must fundamentally change the mission of national defense and the algorithms of national and geostrategic protection and assistance to the serviceman, the community. It is necessary to move away from the traditional physical-life existence (as survival) and achieve in a short time the dominance of motivational-resource uniqueness and spiritual-mental motivation of constant action for one’s activities in the conditions of globalization 4.0. We must take into account the threat of progressive military-creative practices of global hybrid terrorism on a national and civilizational scale. 2. I consider it my duty to introduce a social-motivational package for all security sector structures under the conditional name “Civilizational dyaka”. It should be provided to the families of fallen heroes and should include a list of material and psychological needs for the family and relatives determined by the Cabinet of Ministers. 3. Formation of a system of digital accounting of the needs of a serviceman from the position of his functionality. It will include, in addition to the subjects of direct provision of functional performance of duties, situational models of formatting the needs of a serviceman in the paradigm of spatial needs. It will take into account both personalized needs and the appropriate provision of professional services and infrastructures that guarantee national systems and global security institutions. For control, online tracking of the delivery schedule and the movement of items and means to the direct user is used. 4. I believe that there is an urgent need to create a transparent system of verification (control) and independent expertise of all tender procedures in the security and defense sector.
The management style of Ukroboronprom is outdated and rather dubious, because it is monopolized, opaque, and the history of its creation was anti-Ukrainian by design. The Ukroboronprom concern was created under the supervision of Russian curators who were odious even in Putin’s RF at the time, who personally conducted an audit of all available industrial resources and scientific and design areas, technologies of the Ukrainian defense industry. The concern was created as an artificial management service. The Kremlin’s envoys in the Ukrainian government brutally broke all the achievements and prospects of the state-owned nature of our defense industry, gathered the best enterprises and mass production complexes for the elementary pumping of funds. By disrupting the production and logistics cycles of enterprises, they persistently sought to destroy the independent niches of the Ukrainian defense industry’s competitive advantages in relation to the capabilities of the military-industrial complex of Putin’s RF, as well as to make it impossible to develop breakthrough technologies in Ukraine. In particular, promising areas and fundamental developments (the Sapsan missile project, AN-70, the CORVET national program, etc.) have been destroyed. I believe that the hypercentralized management of Ukroboronprom in the modern conditions of technological development of the world and the country has no prospects and requires decentralization and clustering. It would be most appropriate to introduce smart specialization in defense production, while setting the goal of reaching the scale of the global world of peaceful civilization. The essence of the issue. 1. I see the need to effectively replace the paradigm of dominance of state monopolies with the coordination cooperation of effective private-public pools to solve problems of ensuring the security and defense sector. 2. Urgently conduct an audit of the capabilities of design and fundamental ideas and developments that have been tested and have prospects in the conditions of the 4.0 world. This will accelerate the formation of conditions for the creation of rapid-action scientific and production clusters. 3. Unconditional implementation of current agreements on international cooperation. At the same time, legalization of modern fixed regulations of order fulfillment standards. Refusal of cooperation with odious partners, despite their attractive price offers.
I consider it unacceptable to use the term “Donbas” in the public sphere. Stylistically, this coincides with the former Soviet and current Putin memes about a separate territory with its own, supposedly separate, people. I would propose to exclude this meme from public and diplomatic use, in particular, in the media and international documents. Why do you focus only on the ORDLO and the ARC in the question? Where did almost 400 km of the border on the side of the Moldovan territory occupied by Putin’s RF disappear to under the conditional name “Transnistrian geostrategic danger node”? If we are talking about the issues of Ukraine’s national security, then it is worth considering it comprehensively, which we talked about in the answer to the first question. As for how to consider what is happening in this territory – “legal or illegal trade with uncontrolled territories”, then I would pose the question in a completely different way – is this trade at all? And what is it really? We have not received any answers at the state level yet, although the phenomenon has been around for a long time. There is no answer because none of the heads of state have asked the question – what has Ukraine faced in Crimea and in the East of the country? What are the characteristics of this new phenomenon? What should be done about it in Ukraine and at the global level? Currently, at the state and global levels, we operate with outdated (20th century) definitions and understandings. The fact that we have been living in the 21st century for almost 20 years, that is, in completely different technological dimensions that change the quality and internal state of all modern phenomena without exception, has not yet become a conscious understanding of the leaders of international security and Ukrainian security in particular. The analytical services of the PATRIOT Political Party have been working systematically on solving this problem for a long time. As a result of these studies, we have a formed conceptual apparatus regarding the essence of a new phenomenon in global security, which has been called (and has passed scientific approval) “global hybrid terrorism”. Therefore, we consider the occupied territories of the ORDLO as training grounds of territories of various scales in terms of functions and flow actions with versioned practical models of hybrid-terrorist practices, which keep all participants in these processes in the paradigm of hostage-taking. This hostage-taking takes place in hybrid-military and mental-communication formats of physical and vital survival and is carried out through the forced involvement of citizens in crimes of various levels, creating in them a sense of guilt and dead-end responsibility. The methods of terrorists are quite different: from direct coercion to indirect-spiritual. Here and the payments of various types of assistance from hybrid-terrorist administrations and systems of local domination, communication-content intimidation and the formation of the phenomenon of blood feud, paternalistic models of the future, etc. The need to move the population across the contact line to the ORDLO is primarily related to Ukraine’s pension responsibility to its citizens and the principles of international humanitarian law, as well as the opportunity for people to provide themselves with better and cheaper products. However, this has resulted in a unique phenomenon of Ukraine’s unilateral responsibility in the international arena, where the aggressor neighbor, through the practices of terrorism through hybrid-terrorist administrations that do not exist in the categories of international law, has established absolute control over certain areas of the Donetsk and Luhansk regions and the Autonomous Republic of Crimea, and Ukraine, by the inertia of international law and its geopolitical status, is responsible for these territories before the international community. We believe that this is the responsibility of the international community, because it has allowed the aggressor state to the status of an arbiter of international security, given dominant rights without the rules of the game and only because this aggressor has the status of a global nuclear player. What is this, if not total arbitrariness, legalized by the world… Therefore, the formulations regarding smuggling are far-fetched and quite formal, because all the norms and rules of civilization are destroyed there a priori, so the rules regarding trade simply do not exist. Just as smuggling does not exist in the old, familiar to politicians of the 20th century, understanding and dimension. In essence, the question is. Ukraine must reconsider its own policy towards the local population of the ORDLO and the ARC. I believe that our state has all the opportunities to create temporary settlements according to the best international standards on the territory of Donetsk, Luhansk and some adjacent regions under our control. The population of the ORDLO and the ARC must be taken away from the influence of the occupiers. The construction of these settlements should also be invested in by the international community as a guarantor of global security. Currently, the Putin regime is conducting a rather powerful geostrategic game of humanism. For this purpose, the resources and institutions of international humanitarianism (humanitarian convoys, international missions and representations in the ORDLO, etc.) are actively and technologically involved, which in fact become legalized weapons of the cynical practice of global hybrid terrorism. We (and the world community as a whole) face an urgent need to create obvious professional services for public disavowal of such actions of the Putin regime. We must change the format of the activities of current international missions and like the OSCE, because they legalize the hybrid-terrorist practices of creeping Putinism, which destroys people’s faith in the prospect and world of peace. Currently, the movement of commodity flows across the contact line should be serviced under the auspices of the Red Cross and the UN peacekeeping mission. For such goods, special labeling is necessary, which will allow avoiding commodity smuggling and criminalization of the process itself.
Absolute figures regarding land assets in the Armed Forces of Ukraine from the position of the USSR are surprising in their naivety and support for Putin’s memes of the comprehensive adequacy of the USSR and, in my opinion, play against the statehood of Ukraine. Ukraine in the conditions of the Joint Forces Operation is, first of all, a security and defense action of a global (world) scale. Moreover, Putinism in Ukraine and the world has long ceased to operate with territories, but has focused its efforts, first of all, on people, on their consciousness. The corporatism of military land use in the past and now must acquire a radically different paradigm – from the games of corporations, it is necessary to move on to the balance sheets of effective use models. We should not demonize the Armed Forces of Ukraine, let’s look at this problem more broadly and see the conceptual failures of all assets of existing institutions of the security and defense complex. Let’s replace the issue of comprehensive control over resources with the issue of creating conditions for ensuring and effectively using security standards in the paradigm of the global world 4.0. This is especially important, given the conduct of the Joint Forces Operation as a world-class operation. Then the issues of control will become more adequate and less primitively formalized. The legalization at the level of public perception of all territorial zones allocated for the needs of the security and defense sector is seen as extremely important here. Because otherwise, the secrecy of this problem leads to corruption and criminal acts. In essence, the issue. 1. I will demand an urgent spatial-functional audit of the available resources of the entire security and defense complex, which should reveal, in particular, the level of technological and personnel support (as well as parallelism) in terms of functionality, services and infrastructure solutions of this entire area. This will make it possible to make corporate kingdoms impossible due to budgetary secrecy. 2. I will remove land resources and the right to use them at my own discretion from the competence of corporate security and defense institutions and create coordination and technological resources for cross- and situational-version training and preventive training in the horizons of modern dynamics and globality 4.0. 3. I will initiate the creation of a production and infrastructure complex to form infrastructure nodes for modern provision of all needs at the level of the security and defense sector, and not only the Armed Forces of Ukraine. This can become a prototype for working out standards and regulations for infrastructure and service security of modern peaceful life in various functions not only for the security and defense sector, but also for society as a whole. 4. I will demand the adaptation of the territories of the security and defense complex for use for children’s and youth initiatives and workshops for the formation of citizens and communities from the position of modern challenges, risks and threats of the globalized world 4.0 on the basis of noosphere capabilities and synergy of human potentials. 5. I will work to ensure that the modernization of the security and defense sector in the paradigm of World 4.0 and 5.0 becomes a powerful social elevator for both the professional and mental and spiritual growth of communities and citizens of modern Ukraine.
1. The question is painful and at the same time surprising in its naivety from the past. I would ask it, based on the realities of the world in which we already live (but obviously do not yet realize this), namely: how, in what way should the needs of a modern serviceman be measured in the conditions of hybrid-messianic aggressions of collective Putinism? The answer to this question requires scientific and theoretical development and deep practical implementation. 2. Corporate housing distribution creates more than a dozen corporate queues. Sometimes some families stand in different queues, which at the general level creates a certain imbalance. Therefore, from corporate-closed housing distribution, I will demand a transition to a single housing accounting and distribution system for the security sector. For example, if there are several military units of different departments in the garrison, it is advisable to accumulate resources for the construction of a single open-type residential village or a single order for the construction of individual buildings as needed. 3. A motivational innovative social package for a professional in the modern security and defense sector should become a model of civilizational appreciation of the actions and cases of a specialist in national security issues of the 21st century, and not just election slogans-utopias. 4. I will create an infrastructure for blockchain fixation and public legalization of the circulation of housing (built, purchased, received) in the national system of security and defense functionality so that there is no motivation for unlimited improvement of housing rights of certain categories of officials not from the standpoint of common sense and ethics, but from the standpoint of status and criminal fashion for security arbitrariness. 5. I will implement a comprehensive program for the development of residential complexes of various levels of comfort in all regions of Ukraine for the needs of the families of the deceased, active military personnel and their family members, veterans of all segments of the security and defense complex according to the housing standards of NATO countries and preferential mortgage lending programs. I and the Political Party “PATRIOT” with the support of society are capable of modernizing Ukraine today.
