Eradicating corruption is one of the priority tasks of my political activity. And this applies not only to corruption in the defense sector. Overcoming corruption requires a comprehensive approach that provides for systemic, not point-by-point solutions. First of all, I consider it necessary to carry out the widest possible deregulation of the economy and stimulate the exit of entrepreneurship from the “shadow”, which will allow removing the very basis of corruption. The system of anti-corruption bodies also needs to be improved, and the relevant legislation needs to be strengthened. The system of redistribution of gross domestic product through the public sector operating in Ukraine needs to be changed. When any public service is perceived as an opportunity to gain access to the redistribution of resources and, accordingly, abuses, overcoming corruption as a systemic phenomenon is impossible. That is why, in the Doctrine of Balanced Development “Ukraine 2030” proposed to the Ukrainian society, we have developed a mechanism for “Changing the paradigm of public administration” through the implementation of the principles of good governance (Good Governance). Which is a comprehensive solution in overcoming corruption. All these theses became the provisions of my election program. Regarding the question of the extent to which corruption in the defense sector is an obstacle to Ukraine’s Euro-Atlantic integration: currently, Ukraine cooperates with 5 countries in the security and defense sector (the USA, Canada, France, Poland and Lithuania). Therefore, it can be argued that even the current level of corruption is not the main obstacle to expanding this cooperation. However, to accelerate Euro-Atlantic integration, it is necessary to strengthen the implementation of standards for compatibility with NATO countries, in particular those related to weapons, communications, data transmission systems and tactical and technical indicators. In addition, accelerating the implementation of standards for command and control of troops and personnel training is also an urgent task. Today, 840 European standards for the production and repair of equipment and weapons have already been adapted for Ukraine. But products and services according to these standards can be offered at the international level only after certification of the relevant Ukrainian manufacturers, which is currently expensive and impossible for them without state support.
Today, as far as I know, only the procurement of services for the repair and production of military equipment and weapons remains classified, which is a reasonable level of secrecy.
The implemented PROZORRO procurement system, unfortunately, has not solved all the problems. The absence of quality indicators among the procurement criteria leads to problems. The procurement system needs to be improved, perhaps by introducing pre-qualification of suppliers, or perhaps by granting the military acceptance service the right to check the quality of services or products at the stage of contract execution. This is what will reduce corruption in the field of defense procurement.
Changing the management system of the defense-industrial complex is an urgent issue. It is necessary to assign the function of coordinating issues in the defense-industrial complex to at least the Deputy Prime Minister, or better yet, to create an appropriate authority. Ukroboronprom should be reorganized, because it was created not to ensure the development of the defense industry, but to service export contracts for the repair of Soviet military equipment and the sale of remnants of Soviet weapons. It is also necessary to introduce a single archive of technical documentation for the manufacture and repair of military equipment and weapons; to regulate issues with intellectual property rights to this technical documentation and the payment of royalties for its use; to introduce free access to technical documentation of winners of tenders for the manufacture or repair of military equipment or weapons.
I plan to resolve the problem of the lack of control over part of the Donbass territories (and the problems that arise from this problem, in particular, illegal trade) in the short term by implementing my Three Fundamentals Peace Plan. Regarding the lack of control over Crimea, I plan to resolve this problem in the medium term by using political, diplomatic and legal actions.
I consider it necessary to conduct an inventory of lands and property under the management of the Ministry of Defense. After that, the issue of further use of this property and land must be resolved depending on the tasks defined by the Military Doctrine of Ukraine.
Property and land that are not currently used and will not be used to fulfill the tasks of the defense sector should be transferred from the Ministry of Defense to the relevant state bodies for use in the state economy. At the expense of this property and land, it is possible to solve the issue of providing housing for military personnel.
