How to protect people who help make the security and defense sector more transparent?
This was discussed during the fourth annual conference "Corruption Whistleblowers in Ukraine: Successes and Challenges". The event included a roundtable discussion where experts discussed whistleblower protection in the context of state secrets and Ukraine's Euro-Atlantic integration.
The roundtable was moderated by Svitlana Musiiaka, Head of Research and Policy Development at NAKO. The discussion was joined by MP Mariana Bezuhla, Deputy Head of the NACP Iaroslav Liubchenko, co-founder of the NGO "Pryncyp" Masi Nayem, Deputy Executive Director of the Anti-Corruption Action Center Olena Shcherban, representatives of the National Agency for Prevention of Corruption, the Security Service of Ukraine, the Ministry of Defense, the Ministry of Culture and Information Policy, other government agencies and NGOs.
Experts emphasized that one of the key tasks now is to release from liability a whistleblower who has disclosed information with restricted access and to create secure channels for such types of reports.
Today, it is extremely difficult to create conditions for whistleblowers in the security and defense sector, as a civilian risks his or her job and a military officer risks his or her life. Work in this area should be comprehensive and coordinated, and should include both improving legislation and implementing the solutions developed and supporting a culture of whistleblowing.
