Military aid and reforms: G7 and Ukraine agreed on the common clauses of the security guarantee framework

The member countries of G7 shall provide military aid to Ukraine, foster the strengthening of Ukrainian economy, and provide technical and financial support to our country. Ukraine, in its turn, shall further maintain high transparency and accountability regarding the partner aid and continue implementing a range of reforms, including those in the defense and anti-corruption sector.

The liabilities of the parties are manifested in the announcement published on the website of the UK Government and the website of the President of Ukraine. 

The document reads that today is the day of the start of negotiations with Ukraine for the sake of formalization of bilateral security liabilities and arrangements set out in this multilateral framework. It also stresses the unyielding and stable support of Ukraine – the country protecting its sovereignty and territorial integrity, recovering its economy, defending its population, and striving to integrate into the Euro-Atlantic community.

The framework also sets out the methods of cooperation for specific long-term bilateral security liabilities and arrangements aimed at:

1. Providing stable efforts to protect Ukraine now and withhold the Russian aggression in the future.

2. Fostering economic stability and firmness of Ukraine, among other things, by reconstruction and recovering efforts, to create the conditions enabling the economic welfare of Ukraine, including its energy security.

3. Technical and financial support to cater to the urgent needs of Ukraine caused by the war with Russia and for Ukraine to keep on the efficient course of reforms supporting the proper governance necessary to implement the Euro-Atlantic aspirations.

Apart from it, the leaders of G7 member countries emphasized that they should keep on exerting pressure on Russia through sanctions, export control, and punishing the guilty of the crimes against Ukraine.

The document also lists the liabilities of Ukraine:

1. Efficiently contributing to the security of the partners and maintaining high transparency and accountability regarding the partner aid.

2. Continuing the implementation of reforms on the law enforcement bodies, judicial system, countering corruption, corporate governance, economy, as well as security and public governance sector as a sign of commitment to democracy, the rule of the law, respect of human rights and mass media freedom of speech, and the reforms helping its economy reach a stable improvement.

3. Promoting the defense reforms and modernization, specifically, by enhancing the democratic civil control over the Armed Forces, as well as efficient and transparent operation of the defense establishments and industrial entities of Ukraine.

NAKO assesses the bilateral arrangements set out in the framework as positive. We believe that the common efforts of Ukraine, its partners, and the civil society will greatly contribute to the future accession of Ukraine to NATO.
