Components used in the production and repair of UAVs are exempt from VAT and import duties
Amendments to the Tax Code and the Customs Code came into force on 15 June 2025, exempting components for producing and repairing unmanned aerial vehicles from VAT and import duties. This includes optical fibres, fibre optic harnesses and cables. Until the end of martial law, fibre optic cable reels intended for the production or repair of UAVs will also be exempt from tax.
This will reduce the cost of producing drones in Ukraine and increase the efficiency of the Defence Forces' drone procurement.
The government has simplified the procedure for purchasing Ukrainian UAVs and electronic warfare equipment
On 14 June 2025, a Cabinet of Ministers resolution came into force amending the procedure for procuring Ukrainian-produced tactical UAVs and electronic warfare equipment and their components.
According to the resolution, acceptance of UAVs and EW equipment can occur without mandatory participation from the state customer, based on a quality certificate issued by the contractor. This document confirms that the declared parameters, quality, safety and technical condition comply with the tests. The contractor is responsible for the accuracy of the certificate data. State quality assurance procedures may also be applied during acceptance.
Volunteer groups are permitted to participate in air defence
On 19 June 2025, a Cabinet of Ministers resolution launched a pilot project involving volunteer air defence groups in protecting Ukraine's airspace.
These groups will detect, observe and/or repel enemy attacks using attack drones or crewed aircraft. Commanders of volunteer formations will establish air defence groups in collaboration with the AFU Territorial Defence Forces. In the event of crewed aircraft, these groups will be subordinate to the Air Force Command.
The groups will be financed from state and local budgets and other legal sources.
If a member of an air defence group is killed in action, their family will receive financial assistance and a pension similar to those of the families of fallen conscripts.
The Verkhovna Rada has approved the report on control over international military assistance in 2024–2025
On 18 June 2025, the Verkhovna Rada of Ukraine approved the report of the Temporary Special Commission on Monitoring the Receipt and Use of International Material and Technical Assistance. The Commission has expanded its cooperation with ambassadors, military attachés, government officials, and representatives of international organisations from partner countries.
The report details international military assistance programmes and outlines government agencies' procedures for attracting assistance. Inspections revealed no violations relating to the accounting, storage or use of aid. International partners also confirmed the absence of violations and praised the organisation of control measures in Ukraine. This strengthens Ukraine's position as a reliable partner and contributes to expanding defence cooperation.
New rules for the service of doctors and pharmacists in the Armed Forces of Ukraine
A presidential decree amending the regulations on the military service of Ukrainian citizens in the Ukrainian armed forces came into force on 14 June 2025.
The regulations were amended to prohibit doctors' appointment to military positions unrelated to the provision of medical, pharmaceutical, or rehabilitation care, or positions requiring lower qualifications. An exception is made for cases of voluntary consent by a serviceman. Additionally, pharmacists were permitted to be appointed to medical officer positions alongside doctors during martial law. If necessary, they can undertake military training in a field corresponding to their service area.
