Technology, Doctrine, and Leadership: Symposium on the War in Ukraine Held in the United States

On 23–25 April 2026, the symposium “Technology, Doctrine, and Leadership in the Russia–Ukraine War” was held at the American Heritage Museum in the town of Stow (Massachusetts, United States), organised by the Ukrainian Freedom Fund. NAKO Executive Director Olena Tregub took part in the event.

Olena Tregub spoke on a closed panel dedicated to defence procurement reform in Ukraine. She emphasised that Ukrainian civil society — including the Public Anti-Corruption Council of the Ministry of Defence — is actively involved in building a new system of fair and transparent rules. “Fighting corruption is part of preventing threats to national security and is an integral part of Ukraine’s defence. Corruption is not only an internal issue for Ukraine — it is a tool Russia uses in this war. That is why Ukraine is developing good governance in the defence sector, which will also support innovation and help build an arsenal of democracy in Ukraine,” said Tregub.

The symposium brought together Ukrainian and American experts, including military strategists, defence industry representatives, policymakers, and security professionals. Participants discussed key aspects of modern warfare, drawing on Ukraine’s experience of resisting Russian aggression. Discussions focused on the development of Ukraine’s defence industry and the use of innovative technologies on the battlefield. The event also featured drone demonstrations and combat flight simulators.

Among the speakers were Ukrainian and American military leaders:

  • Vadym Sukharevskyi, Colonel of the Armed Forces of Ukraine, former Commander of the Unmanned Systems Forces;
  • Ihor Voronchenko, retired Admiral of the Ukrainian Navy, former Commander of the Ukrainian Navy;
  • David Deptula, retired U.S. Air Force Lieutenant General and Dean of the Mitchell Institute;
  • David McKiernan, retired U.S. Army General.

“There were military generals engaged in cooperation with Ukraine, as well as ordinary American citizens. They were not just listening — they asked many thoughtful questions and clearly followed the situation closely. There was a strong sense of genuine support for Ukraine and real interest in the topic,” said Olena Tregub.

The Ukrainian Freedom Fund provides specialised training for Ukrainian servicemembers, humanitarian assistance, and essential equipment for Ukraine’s Defence Forces. UFF also promotes cooperation with NATO partners and supports the development of Ukraine’s defence capabilities. The Fund’s Executive Director is Andrew Bain, a member of the NAKO Board.

Funds raised during the symposium will support NATO-standard training programmes for Ukrainian military personnel.
