Vasyl Shkurakov Appointed Deputy Minister of Defence for Finance

The Cabinet of Ministers of Ukraine has appointed Vasyl Shkurakov as Deputy Minister of Defence for Finance and Internal Audit.

From 2021 to 2024, Shkurakov served as First Deputy Minister of Communities, Territories, and Infrastructure Development. Between 2018 and 2020, he was Deputy Minister of Finance. From 2005 to 2017, he held various positions within the Ministry of Finance.

Defence Minister Mykhailo Fedorov outlined the key responsibilities of the new deputy minister:

  • Budget planning and execution;
  • Managing funding sources, including the state budget, international technical assistance, grants, and loans;
  • Strengthening economic analysis;
  • Building an effective internal audit system;
  • Digitalizing financial reporting and control.

Shkurakov will also work on implementing a financial data field that will unify different funding sources for the Ministry of Defence into a single accounting and management system.

“We are building a system where every hryvnia works toward results,” Fedorov said.
