NAKO Conducts Advocacy Visit to Taiwan

On 18–21 November 2025, representatives of Ukrainian civil society carried out an advocacy visit to Taiwan. Its aim was to share Ukraine’s experience gained under conditions of Russia’s full-scale invasion and to deepen cooperation between Ukraine and Asian democracies. NAKO was represented by Senior Researcher Viktoriia Vyshnivska. The delegation also included:

  • Hanna Hopko, Co-Founder of the International Centre for Ukrainian Victory (ICUV), Chair of the Board at the National Interests Advocacy Network “ANTS”;
  • Andrii Ordynovych, retired colonel, Director for Strategic Development and Support at the Ukrainian Freedom Fund;
  • Daria Verbytska, Head of the Molfar Intelligence Institute, Head of PR at Molfar Intelligence Firm;
  • Kateryna Musiienko, International Relations and European Integration Expert at ANTS;
  • Lusiena Shum, Executive Director of ANTS.

Members of the Ukrainian delegation held meetings with Taiwanese officials at the National Security Council and the Ministry of Foreign Affairs, as well as with civil society organizations and research centers — including the Taiwan Foundation for Democracy and the Research Institute for Democracy, Society and Emerging Technology (DSET). They also engaged with local media, including a visit to Radio Taiwan International. Discussions focused on:

  • why supporting Ukraine is an investment in Taiwan’s security;
  • what threatsthe “axis of evil” — Russia, China, Iran, and North Korea — poses to democracies;
  • parallels between Russian and Chinese disinformation campaigns targeting democracies;
  • the role of foreign microelectronics in Russian weapons;
  • the use of OSINT to identify Chinese companies helping Russia evade sanctions.

On 18–19 November, NAKO and Doublethink Lab co-organized a two-day seminar, “Ukraine & Taiwan: Hybrid Warfare and Democratic Resilience Strategy,” featuring members of the Ukrainian delegation. NAKO’s Executive Director Olena Tregub joined the seminar online. Her remarks focused on the role of civil society organizations in resisting the enemy, as well as Ukraine’s advocacy campaigns — including the international effort to secure F-16 fighter jets.

Meanwhile, NAKO Senior Researcher Viktoriia Vyshnivska presented on how Russia has weaponized everyday life. “Whether it is the energy sector, language, history, religion, or art (which is inherently political) — all these aspects serve a strategic purpose. For instance, a widespread disinformation campaign about Ukrainians allegedly stealing Russian gas in the 2000s eventually enabled the annexation of Crimea (via the Black Sea fleet’s extended presence),” she noted.

Ukrainians and Taiwanese share democratic values, Vyshnivska emphasized. “We might face the “failed-state”, “artificial country” or “too corrupt to exist on its own” accusations and information attacks from the outside. Still, our society’s persistent devoted work proves the exact opposite. This is why we need to stick together. And this is also why we need to build more bridges – cultural, societal, and, yes, political. Exchanging experience is vital, as constant dialogue becomes an integral part of the free world’s survival,” she said.
