NAKO (the Independent Anti-Corruption Commission) has analyzed the last draft of the Strategy of the Defence Industry Development. This version updates the previous one which was developed by the Ministry for Strategic Industries (Minstrategprom).
Conclusion:
Instead of ensuring implementation of the OECD standards which are the best world practices in governance of SOEs, this document basically hardens Soviet practices of centralized management and direct subordination of SOEs to the managing body whereas Minstrategprom appoints itself as such a body.
