The third Defence Industries Forum DFNC3 brought together more than 2,000 participants from nearly all European countries. Among them was Olena Tregub, Executive Director of NAKO and member of the Public Anti-Corruption Council of the Ministry of Defence. “Many foreign guests I spoke with admitted it was their first time in Ukraine. I was impressed by how focused they were — they came not with political declarations but with ready-made engineering solutions and a clear understanding that victory requires tools, not just words,” Tregub shared.
DFNC3 served as a platform for building partnerships and technological cooperation between defence manufacturers and investors. According to Tregub, Ukraine’s defence industry holds significant potential for attracting international investment. On Ukraine’s side, it is essential to build trust and ensure the protection of these investments. In this context, forum participants expressed interest in anti-corruption efforts in Ukraine’s defence sector, including the work of the Public Anti-Corruption Council of the Ministry of Defence. According to Tregub, foreign manufacturers and investors view the Council as “an additional factor of confidence in Ukrainian partners.”

The Third International Defence Industries Forum was co-organized by the Ministry of Defence of Ukraine, the Office of the President of Ukraine, and the Ministry of Foreign Affairs of Ukraine. Among the key speakers were President of Ukraine Volodymyr Zelenskyy, Minister of Defence Denys Shmyhal, and Prime Minister of the Netherlands Dick Schoof.
