NAKO Welcomes Alan Riley as New Member of the Governing Board

On 17 March, the Conference of the Independent Anti-Corruption Commission approved the appointment of Alan Riley as a new member of NAKO’s Governing Board.

Alan Riley is a British lawyer, law professor, and expert in energy security and sanctions policy, with over 20 years of experience.

From 2021 to 2024, he served as an energy security advisor to the Prime Minister of the Republic of Moldova. In this role, he worked to strengthen the resilience of the country’s energy system amid political pressure from Russia, including through diversifying energy supplies, auditing disputed debts to Gazprom, and creating a competitive energy market.

Between 2016 and 2024, Riley was a member of the Advisory Committee of the Energy Community, where he reviewed cases on anti-competitive practices, state aid, and the implementation of European energy legislation by member states.

Since 2015, he has been a Senior Fellow at the Atlantic Council, focusing on European energy security and sanctions policy. He has produced analytical work on the risks and implications of the Nord Stream 2 project, as well as legal mechanisms to counter suspicious offshore financial flows.

Riley is the author of numerous publications on sanctions against Russia, energy security, countering strategic corruption, and the use of energy resources as a tool of geopolitical pressure.

According to NAKO’s charter, the Governing Board consists of 3–5 members elected for three-year terms, with the possibility of a three-year renewal. The Board is responsible for approving the organization’s strategy, budgets, policies, and work plans, monitoring finances, and evaluating the performance of the Executive Director.
