EU’s 16th sanctions package includes five companies named in NAKO reports

On 24 February 2025, the third anniversary of Russia's full-scale invasion of Ukraine, the European Union introduced the 16th package of sanctions against Russia, aimed at combating Russia's "shadow fleet" and tightening restrictions on the financial sector and propaganda media.
This package includes individuals and legal entities previously identified by the Independent Anti-Corruption Commission (NAKO) in its analytical materials. These include Anatoliy Turchak, Borys Turchak and their organisations (PJSC TsNPO Leninets, JSC Leninets-Holding); Director of Almaz Antey Jan Novikov; ACE ELECTRONIC (HK) CO., LIMITED; SHVABE OPTO-ELECTRONICS; RAMA GROUP LLC.
The new package of sanctions includes:

  • Individual sanctions against 48 individuals and 35 entities;
  • Restrictions on a further 74 vessels in the 'shadow fleet';
  • Suspending 13 Russian banks from SWIFT and banning transactions for financial institutions outside Russia that use the Russian analogue of SWIFT, the System for Transfer of Financial Messages (SPFS);
  • Adding 53 new entities to the list of those directly supporting the Russian military-industrial complex. These include both Russian companies and companies from third countries (China, India, Kazakhstan, Singapore, the United Arab Emirates and Uzbekistan);
  • a ban on imports of primary aluminium;
  • a ban on the temporary storage of Russian crude oil and oil products in the EU;
  • Suspension of broadcasting licences in the EU for eight Russian media outlets – EADaily/Eurasia Daily, Fondsk, Lenta, NewsFront, RuBaltic, SouthFront, Strategic Culture Foundation, Krasnaya Zvezda/Tvzvezda.

"This new round of sanctions not only targets the Russian shadow fleet but those who support the operation of unsafe oil tankers, videogame controllers used to pilot drones, banks used to circumvent our sanctions, and propaganda outlets used to spout lies. There is no doubt about who the aggressor is, who should pay and be held accountable for this war. Every sanction package deprives the Kremlin of funds to wage war. With talks underway to end Russia’s aggression, we must put Ukraine in the strongest possible position. Sanctions provide leverage," — emphasised Kaja Kallas, High Representative for Foreign Affairs and Security Policy.
The EU adopted the 15th sanctions package on 16 December. It includes two companies recommended by NAKO.
