Russian corporation manufactures glide-bomb components on equipment from Japan and China — DIU

Control and correction modules for Russian glide bombs (KABs) are produced using machinery from Japan and China. In particular, this equipment is used by the Russian corporation Tactical Missiles Corporation. These findings come from new data published by the Defence Intelligence of Ukraine (DIU) on the “War and Sanctions” portal.
The UMPK is the main component of a KAB responsible for guiding the aerial bomb. A previous NAKO study — “The Makers of Ruin: Glide Bombs, UMPK, and Their Civilian Cost” — found that 71% of UMPK components originate from manufacturers oriented toward Western markets. Among 22 identified manufacturers, ten are based in the United States and six in China. The report also mapped supply routes through which foreign components enter Russia.
The information about foreign-manufactured equipment at Russian military plants was collected by participants of an international OSINT hackathon. According to the DIU, teams and independent investigators from Ukraine and abroad:

  • identified Okuma (Japan) and Hision (China) machining centres on the production line for universal planning and correction modules used in glide bombs manufactured by Tactical Missiles Corporation;
  • established that after the start of the full-scale invasion, Russian companies supplied the Votkinsk Plant — which produces Iskander and Oreshnik missiles — with Chinese machine tools.

Based on these findings, Ukraine is preparing new sanctions initiatives, the DIU reported.
