NACP opened public access to the Unified State Register of Declarations of Public Officials, authorized to perform the functions of the state or local self-government. Or, more simply, officials.
However, there is a list of persons who will be removed from the public register. These include, in particular, military personnel, special police officers, intelligence officers, and people connected with state secrets. Also, the subjects of the declaration are in temporarily occupied territories and zones where active hostilities are taking place.
Full public access to the NACP Register will open after the end of martial law in Ukraine.
Mandatory declaration for officials stopped in the first weeks of the full-scale invasion. On October 10 of this year, the president of Ukraine, Volodymyr Zelenskyi, signed the law on the return of electronic declarations of officials with the immediate opening of declarations.
The law on restoration of declaration is necessary for negotiations on the accession and further movement of Ukraine in the EU. It is also one of the so-called "structural milestones" (key conditions) in the memorandum with the IMF under the extended financing program.
