The system of the Ministry of Defense now includes a newly established Office for Support of Changes. Oleksii Reznikov, the head of the Ministry, signed the relevant decree, the MoD website reports.
The Office will make offers to legislative drafts aimed to “introduce changes to improve the defense management processes in the Ministry of Defense and the plan of corresponding implementation measures.” It will also make offers on prioritizing the donor and technical aid usage/allocation as a part of change funding.
This consultation and advise body will provide methodological support and engage partners to implement measures aimed at change introduction. The Office is also expected to provide offers on change implementation outcomes monitoring.
Civic activist and political figure Yuliia Marushevska will head this body. The Office team also includes Arsen Zhumadilov, Serhii Karpenko, Artur Pereverzier, Tetiana Kharchenko, and Oleh Shymanskyi.
The MoD website reads that this team of independent experts will “champion the regulation, simplification, and implementation of the high-priority reforms of the Ministry of Defense.” It means the preparation of draft laws and other normative deeds, implementation of public-private partnership and investment projects. The Office will also provide aid to the units of the Ministry of Defense and the Armed Forces of Ukraine military bodies at all levels. The new body promises to conduct public events on initiative discussion and engage the best field experts.
