A lot of work, little transparency: about the Ukrainian Parliament Committee that processed the most bills in 2025

In the fourth year of the full-scale war, the Committee on National Security, Defence, and Intelligence remains the main systemic “filter” for the country’s legislative initiatives. Its broad powers—including preliminary review, expert evaluation, revisions, and preparing bills for plenary sessions—allow it to shape the majority of legislation.

We analyzed the 2025 activity of the Committee’s 19 members: 13 from Servant of the People, 3 from Holos, and one each from European Solidarity, Fatherland, and the Trust group.
