The third Paris Defense and Strategy Forum recently concluded in France. Organized under the patronage of President Emmanuel Macron, it is one of Europe’s most significant thematic platforms. The forum brings together military leaders, experts, government officials, and civil society to exchange views, analyze global security trends, and develop strategies.
Olena Tregub, Executive Director of NAKO, attended the forum and spoke on a panel dedicated to Ukraine’s civilian resilience. In a column for Ukrainska Pravda, Tregub notes that European discussions increasingly emphasize the concept of total defense.
“Ultimately, in my view, the forum demonstrated two parallel transformations. On one hand, Europe is gradually opening its defense sector, moving toward a model where defense is the responsibility of society as a whole, not just military institutions. On the other hand, it is only beginning to grasp the scale of a new type of war, one that is already taking place without a formal declaration and without clearly defined thresholds,” Tregub writes.
