Low competition and delayed deliveries: NAKO analyzed procurement for the “Wounded Warrior Package”

NAKO Senior Researcher and Deputy Head of the Public Anti-Corruption Council of the Ministry of Defence, Tetiana Nikolaienko, analyzed 23 tenders for the procurement of adaptive clothing under the “Wounded Warrior Package” initiative. The program aims to provide wounded service members with adaptive clothing and hygiene products during their treatment.
In June 2025, the State Logistics Operator conducted procurements of adaptive tank tops, T-shirts, trousers, and shorts worth about UAH 170 million. “During the monitoring of these tenders, we did not detect any obvious corruption risks. However, several companies are new to the market, and it’s possible they were aware of the upcoming procurements. Competition in the bidding was very low—only one or two companies participated—which naturally affected the final prices,” said Tetiana Nikolaienko. The analysis also showed that in all tenders, the winning bids came from companies offering the lowest prices.
The first batches were expected to arrive at warehouses in late September, but suppliers requested to postpone deliveries until early December. At this stage, it is important to ensure proper quality control of the produced goods, Nikolaienko emphasized. However, since the procured items are summer models of adaptive clothing, the military will likely be able to use them only next year.
NAKO conducted this analysis as part of its ongoing support to the Public Anti-Corruption Council of the Ministry of Defence. Since 2023, NAKO has been providing the Council with institutional, legal, analytical, and communication support.
