The new head of the “Defense Procurement Agency” – what is known?

The Ministry of Defense of Ukraine appointed Maryna Bezrukova as the head of the Defense Procurement Agency. The ministry's press service reported this.

 Maryna Bezrukova has 20 years of experience in supply chains and developing partnerships with foreign companies in the USA, Europe, Canada, and the Middle East. Since 2017, she has been a board member and director of supply chain management at “Ukrenergo.”

During her work, she established and significantly changed the procurement policy at “Ukrenergo.” In particular, she created an institute of authorized persons responsible for procurement, a directorate for supply chain management with category management in procurement, and implemented internal audit and compliance. In addition, Ukrenergo was one of the first state-owned companies to transfer all purchases to the ProZorro platform.

"She developed and implemented a modern procurement policy based on the principles of transparency, efficiency, and distribution of powers," – said the ministry. As a result, purchase prices decreased by an average of 14%, average procurement time decreased by 20%, and the qualification of the purchasing team increased.

"Ukrenergo" managed to achieve greater transparency and competitiveness, create safeguards against corruption and fraud, change approaches to the formation of technical tasks, establish a fair price structure, and establish the responsibility of counterparties for poor-quality and untimely fulfillment of obligations.

According to the chairman of the Board of NEC, "Ukrenergo" Volodymyr Kudrytskyi, this experience can help the Ministry of Defense improve defense procurement.

The Ministry of Defense promises to take care of further creating a Supervisory Board, which will consist of competent and professional people.
