The U8 Ukrainian analytical center conducted a study of Swiss-made goods supplied to Russia over the 12 months from April 2024 to March 2025.
Over the specified 12-month period, Swiss-origin goods and raw materials worth $2.2 billion were shipped to Russia. Of this amount, at least $256 million worth of goods were prohibited from being shipped to Russia under EU sanctions restrictions, equating to an average of $21.3 million per month. If US sanctions restrictions were applied to the same goods, the value of prohibited goods would amount to $429 million.
A detailed analysis of operations from October 2024 to March 2025 showed that Russia began actively using countries in Africa and Southeast Asia, such as Tunisia, Thailand, and Singapore, to circumvent sanctions.
Swiss Schontech AG made some very unusual deliveries worth very large amounts in 2023.
The full version of this report was presented to the governments of Switzerland, Ukraine and some other countries of the Democratic Coalition.
The study contributes to the broader efforts of Ukrainian civil society to strengthen sanctions against Russia. To coordinate these efforts, the Public Sanctions Council was established as an independent civic platform, uniting 13 NGOs working to enhance sanctions pressure on Russia. NAKO is one of its co-founders and active participants. The Council regularly engages with the Presidential Envoy on Sanctions Policy, Vladyslav Vlasiuk, and develops proposals for more effective sanctions mechanisms.
