Ukraine’s Cabinet Dismisses Two Deputy Defense Ministers

The Cabinet of Ministers of Ukraine dismissed two deputy defense ministers serving under Defense Minister Mykhailo FedorovIvan Havryliuk and Yevhen Moisiuk. The announcement was made by government representative in parliament Taras Melnychuk.

Havryliuk was appointed deputy defense minister in 2023 and became first deputy minister in May 2024. The following year, he announced that he was leaving the post voluntarily but did not publicly explain the reasons for his decision.

Shortly before that, NAKO senior researcher, journalist, and member of the Public Anti-Corruption Council of the Ministry of Defence Tetiana Nikolaienko suggested that Havryliuk’s resignation could be linked to tensions with then-Defense Minister Rustem Umerov.

On May 20, the government also dismissed Moisiuk. He had been part of the Defense Ministry team under Umerov and remained in office after Fedorov became defense minister.

After taking office, Fedorov significantly reshuffled and reduced the team of deputy ministers in several stages. The first step came in January 2026, when five deputy ministers — Anatolii Klochko, Oleksandr Kozenko, Mykola Shevtsov, Volodymyr Zaverukha, and Hanna Hvozdiar — were dismissed.
